Russia Expands Digital Mobilization With SMS and State Services Portal Draft Notifications – UNITED24 Media

Russians are now receiving draft notices through SMS messages and the state public services portal. Once such a notification is sent, the summons is automatically considered delivered after seven days.
The development was reported by the human rights project “Idite Lesom”  on August 9, which assists Russians in avoiding military service.
In the Tver region, a young man eligible for conscription into mandatory military service received an SMS alert informing him of a draft notice. The same notification appeared on his account on the state portal “Gosuslugi.”
According to the human rights group, this marks the full-scale implementation of Russia’s electronic summons registry.
“We can now say for certain that the electronic summons registry is functioning in the regions as well—not like in Moscow, but in line with the legislative amendments adopted between April and August 2023,” lawyer Artem Klyga told the project.
This case is the first instance of a summons being issued via the website “reestrpovestok.rf” accompanied by a notification on Gosuslugi. Under current law, the recipient is now prohibited from leaving Russia. If he does not report to the military enlistment office within seven days, he may face a fine.
Earlier, it was reported that Russia is sending recently exchanged prisoners of war back to the front lines within days, often without medical care or formal demobilization—and in some cases, the same soldiers are being captured again just weeks later.
“Idite Lesom” is a Russian phrase that literally means “Go into the forest”, but it’s an idiomatic expression similar to saying “Get lost”
