According to an arrest report, the victim’s mother notified police on Jan. 21 that her 19-year-old son had found text messages between her younger son and Charles Akim Williams, 26, of Miami, who the family believed was a basketball coach at the Belafonte-Tacolcy Center.
The arrest report states that the victim’s stepfather contacted the athletic director of the Belafonte-Tacolcy Center to “verify the defendant’s information and phone number,” and that the park commissioner then confirmed Williams’ phone number to the man.
A man claiming to be the athletic director, however, told Local 10 News in an email Wednesday that Williams “does not and has not ever coached for Belafonte TACOLCY Center.”
Local 10 reporter Roy Ramos tried to speak with the athletic director in person Wednesday, but the athletic director refused to answer his questions and went into an office.
Shownda J. Pagan, CEO of the Belafonte-Tacolcy Center, later confirmed to Local 10′s Roy Ramos that Williams was not an employee of the Liberty City youth center.
It’s unclear which organization/park Williams was coaching for.
According to the arrest report, Williams told the victim through text, “Lemme see da chicken,” referring to the boy’s penis, and the victim sent him two photos of his penis.
Police said Williams responded with laughing emojis and then told the boy to “delete and unsend” the messages.
According to the report, Williams also exposed himself to the victim on a FaceTime call and sent the victim a pornographic video of a man and woman having anal sex, asking the victim if he thought he could do that.
The victim told police that he got scared and hung up the phone when Williams exposed himself to him.
The boy said he had met Williams a couple of weeks prior through a 14-year-old friend at the Gibson Community Center.
He said he communicated with Williams through iMessage and the PS5 chat, and claimed Williams offered him an electric scooter if he sent him photos of his penis, the report stated.
Police said the victim’s older brother went through his phone because a text message had come through from Williams as the victim was sleeping and the older brother had found it odd that a grown man was Facetiming and playing video games with his brother.
Williams was arrested Tuesday and invoked his right to have an attorney present before speaking with detectives.
He faces charges of lewd and lascivious exhibition on a child under 16, lewd and lascivious conduct on a child under 16, electronic transmission harmful to minors in state, promoting sexual performance by a child and tampering with an informant.
As of Wednesday afternoon, Williams was being held at the Turner Guilford Knight Correctional Center without bond.
He appeared in court Wednesday where a judge appointed a public defender to him and ordered that he stay away from Belafonte Tacolcy Park. He is also not allowed to have any unsupervised contact with anyone under the age of 18 and must stay at least 500 feet away from the victim, his home and his school.
A Local 10 News crew went to Williams’ home after the court hearing, where his stepfather acknowledged the recent arrest and expressed his shock and disgust over the allegations.
“Yes, he is my stepson,” the man said. “I am so upset. I am so hurt, but there is nothing that I can convey. I am disgusted.”
According to his arrest report, Williams is currently on probation for a Palm Beach County case and was expected to complete his probation on Feb. 21, 2026.
In another case from 2021 in Miami-Dade County, police said Williams molested a 6-year-old boy.
